Because the speed of all thoughts are not the same.
Reaction speeds can vary. Joe blow is no where near Captain America's reaction speed.
Magneto is fifteen times the normal human's reaction speed.
Flash is BILLIONS, if not TRILLIONS of times faster than a human's reaction speed.
