It's hard to tell exactly how strong Bolt is, because he's been seen to slap the shit out of Thing, who is supposedly just below the highest strength class(C-100). I think Bolt's strength is a bit of plot device that can be altered as he fights stronger opponents.
Going by the official Marvel statements(Handbooks and such), though, he's well below the top.

Although I would agree that Bolt can hold his own against most lower class 100 characters because the diffference isn't that big. I can hold my own against people who are twice as strong as I am, just because I can hurt them if I really want to. Same goes for Bolt.
But against the top tiers in the Marvel Universe? No. Too wide a gap.

His base strength is estimated around 1 ton. He can amp it to 60 tons. However, this is purely going by the handbooks and bios. Most of them are outdated. But it gives you an indication.

Yeah, but how many of them(cosmic characters not included, ofcourse) have amping as an ability? Most of them just perform better as they fight stronger opponents. But that's more like PIS. I'm not saying this is the case with Black Bolt, though.
