Theres also CIS. From what ive heard Flash makes silly msitakes ocassionally.

IF CIS is a major part of the character such as Deadpool where they do dumb stuff all the time then that should come into play in the fights, but if a character does dumb stuff or mistakes from time to time then that shouldn’t come into play. If a character underestimates almost every opponent that they fight then yes, but when Flash does need to get something done and lives are on the line he steps up just as the Hulk does. Hulk has many CIS moments as well as most every character in comics.

But seriously the Flash uses the Speed Force and wins. I could see him winning a couple of different ways. Only way he loses if he is dumb and underestimates the Hulk, but only way I could see that happening would be bad writting.

Flash destroys hulk

If flash was written at his potential there are very few characters who could even give him a challenge.

But even at normal levels he would thrash hulk.

Hulk smash the puny running man.

Someone says IMP and everyone stands back astonished quivering. DOS Doomsday, and Konvikt dealt with the Flashes speed right? Stomp on the ground and the Flash goes flying off to the Wizard of Oz. Now take a guy that can stomp a state flat, and Wally, Barry, and Bart get turned to grape juice.

They are both forces of nature now. And Hulk is so much more than ever.

But Flash should be one of the few who can take him down.

Maybe when Hulk incorporates Gamma tech he'll be able to pull something out of his ass.

Speed steal, combo to ko. Won't stomp the ground in time.

or speed force dump....the fact is flash wins because hulk could not even attack before flash attacked or speed force dumped.....the flash could stretch seconds into weeks.....not to mention the time wally got pissed and speed stole from inertia freezing him in a state were it (and it's not an exact quote) would take him 100 years to blink.

and that could not happen here?
