As for the "stop him from moving" argument- Thank you. It's a much better argument than "Hulk will never hit him". However, seeing as how Hulk has overcome things he shouldn't be able to before, like overcoming the Power Cosmic, I think it's fair to say he can overcome that as well.

Right; because the Flash has NO OTHER way to win. It's not like he could make the Hulk a living statue, or battlefield remove him to any time/dimension he pleased, or, kinetically charge every molecule of the Hulk's body.
Furthermore, why would the Hulk getting angry mean a dead Flash? You still haven't told us how the Hulk will ever lay a finger on Wally - someone who thinks, reacts, moves, attacks, and defends in fractions of picoseconds.

1) The Flash is faster than the Silver Surfer could dream of being - both in travel speed and the much more required reaction speed.
2) The Silver Surfer wasn't going at top speed, nor was he trying to avoid the Hulk. He was simply speeding by and the Hulk latched on.

Still hasn't swayed my vote. Hulk wins. One punch and it's over. Flash gets tagged by Captain Boomerang and Captain Cold, yet Marvel Hulk can't do squat. WOW.
And Surfer is faster than Flash. He can travel from one point of the universe to the other in seconds, and he has traveled so fast he's gone back in time. When Flash does that send me a shout out. 🙄

Any two points are in the universe. A normal human can go from one point in the universe to another in seconds.
Wally used speed to time travel when he was a kid, Wally ran perpendicular to time during WorldWar3, Barry moved so fast he travled back in time during COIE
Hey why are we comparing Flash vs SS anyway?
I think SS could probably match The Flash in linear travel speed. Sure, Wally has travelled back in time and all sorts of crazy stuff, but SS has warped the "fabrics of reality" when he's going full speed. It's hard to compare who is faster when they're all doing unimaginable stuff.
Thats for linear travel speed though. In terms of agility, reaction time and non linear travel speed, Flash is much superior imo.

It is assumed that each contestant will fight to his/her best ability, but still within the character's personality, unless specified otherwise. That means they will use any powers at their disposal. For example, even though The Flash doesn't clock each of his own opponents in the first millisecond in his own comic, it is assumed that is a viable tactic on this board since it is a proven fact that he possesses that level of speed.
It is also assumed that the characters fight at their optimum levels of ability - not explicitly weakened or unusually powered up for those who have variable power levels.
