I would also disagree that Speed and WW are the least useful of their respective teams.

Actually I would say Batman is a very cruicial part of the JLA

When they kicked him out after the Tower of Babel storyline the team seemed lost. When it came to figuring out how to defeat a magical enemy Bats had to come and help them out (which is weird because...well...its Batman)

Katana/Shazam
Thunder/Martian Manhunter

Grace/Wonderwoman

I doubt Shazam will be joining the team, since he's confined to the Rock of Eternity.
And I doubt Wonder Woman will be leaving the JLA anytime in our lifetime for an extended period.
Aquaman isn't a leaguer at all right now. I don't think he's ready for a team-book, then again maybe it's exactly what he needs.

I'd have to say looking at the Lineup.

would make a cool lineup.
I think they need to make Katana a better character though. A cooler costume would definately help. The idea of her character is great though, she's just less than great once it hits the paper.

The team could really use a magic character though, like bringing Faust back would be a cool idea. I liked him as part of the old Outsiders.
