Spectre is head honcho of magic everywhere. no matter what. he'd just absorb any magic u throw at him and use it.

I would put Shaman above Zantanna, but no higher. Talisman is equal to Strange.

Spectre's pretty much the one above all in magic.

Phantom Stranger,who's the go to guy when it comes to magic and overall knowledge.Madame Xanadu's another one people haven't mentioned yet.

Basically all those who are part of the Sentinels of Magic in DC are highly ranked in magic.

People like Spectre, Nabu and Shazam should not be counted with the Earthly beings imo because they are completely on another level. Im not sure where to rank Spectre and Nabu because those are clearly the highest in their circle. Les not forget that Nabu LET Spectre kill him. That alone says alot to me. Also, when he killed Shazam, the wizard just got through fighting another high ranked Lord in Mordru.
