Then if you read the first few storyarcs of Green Arrow- you can see a moment happening in them, that happened in a Sandman title. Likewise Lucifer has appeared in a Spectre v 3 title.
Its really give and take, up to interpretation, but as a general rule... VERTIGO is NOT DC canon.
