at its strongest incarnation yes, they are around the same level at least, both responsible for an entire universe.........and if im not mistaken the PF has destroyed a universe

Galactus was created as a neutral, non-moral, ultimate in the universe, just for the sole purpose of protecting the universe from something that Only Galactus could stop.
That was the original story.
Full power Galactus should ace everybody. Period. That is what he was created to do.

I have seen him through plot devices and the ever infamous, "I hunger" stage, getting his butt rocked.

I'll concede he was Normal (Fed) when PF defeated him.

But like I said Normal G = a Star or Sun
