It does not matter what timeline Bats is from the fact of the matter is that he does not have tech to rival Kang. Bats does not have time travel equipment. Time travel is more complicated than making holographic avatars of yourself, Kang will be able to counter that with his equipment.

Well fine. I understand you're logic but I am just comparing both their techs and basically Kangs tech is more advanced despite the fact of his timeline.
