As i cant speak for knowing if Wolverine has, i do agree with you in saying that DD can and has dodged bulles b4. I wouldnt agree with the poll in saying that "Im an idiot", but i get what youre saying.
in one of wolverines mini's from a few years back he took on some mafia guys in jersey, and when he was at the top bosses mansion the guy had a throne room of sorts, and in front of the throne he had a collapsable floor that revealed a lion's den that he would let his enemies fall into..anyhoo wolvie had just barged in the place in the first place so they started letting off,and from point blank range he dodged most of them
and really old school mini circa early 90's he stormed a building filled with yakuza guys and they were shooting at him with full auto rifles in the dark and he dodged them all and gutted them

Wolverine may not be as fast as lets say Superman or Flash, but he certainly has extraordinary senses (sight, smell, hearing, reflexes, etc, etc...) that certainly make him able to do such feats.
His senses are very much similar to DD and Spider-man, allowing advance warning into peoples actions as they begin to make and/or take them.

Honestly, though...we should all consider Bullets and other projectiles in comics as slightly slower than "normal" bullets and such.
Call 'em comicbook projectiles or something. All the laser blasts and such almost always aren't lightspeed. Take a look at Electro, normal people can dodge his blasts which should be light speed. Same with almost ALL energy blasting characters.
Maybe using a feat with Captain America being fast enough to catch a laser blast with his shield to show his speed...maybe we shouldn't allow it.
The only problem that arises when you try to draw a parallel between characters like Captain America and real world humans. Lets be honest with our selves, Cap is a far cry from anything even approaching "human". We are talking about comic book characters here, do I need to even start listing the crazy things they've done? Arguing they can't dodge bullets is like saying Colossus or Invisible Woman can't see when they are armored or invisible, because clearly they can. I mean Wolverine has danced between Gatling gun fire before... and bullet dodging his hardly his forte.
Characters dodge bullets in comics because:
A) It looks "cool".
B) Otherwise they'd die.
C) A combination of the above.
The point at which one differentiates the "I am an idiot." and the "I am sane." is when people take the character dodging of bullets, which as aforementioned job, and apply it to when said character fights other characters with superspeed etc.
"So-and-so dodges bullets/lasers/energy beams." comes up too often in vs threads. When the opponent character can move at Mach speeds, dodging bullets means jack shit because the opponent character isn't obligated to job on these forums.
