what he meant was "I never saw anyone without [speed] powers move that fast". The speed part was implied. Or else why would he be surprised just because MN moves faster than a normal human?

No actaully he never seen some one with out powers move that fast. Meaning he never seen a individual who is simply human move that fast. Which is still rather impressive, becuases it saying he likly faster then Batman. But still does not help your case that MN faster, when Wolverine is a meta human not a human.

I'd put Wolverine in the enhanced human range, which is above peak human but not by too much.
Personally I would consider Midnighter for AT LEAST Superhuman speed.

which is why he said I never seen a non power human move that fast, which means he never seen a human move so fast.
which would mean he only human according to the scann.
Which really is rather bad evidences to uses to support ones theory that Midnighter is faster.
