Mr. X's body had been taken over by Ogun who is a powerful sorcerer.
One of his listed powers is casting illusions which could easily explain why he was at the top of the cage when Taskmaster was just jumping out. Mr. X himself would not be able to do that for it is impossible just like Taskmaster had said.
I also hate how they recently portray Taskmaster as some coward and psycho type dude. Especially how they did in Moonknight, it's like he was a completely different character.

reguardless. The devices was created by a genius who had technology well beyond his years. Who had been around since ww2 and developed his cyborg body who would go out of his way to create his own dart gun of sorts only to make it firer slower then bullets?
The gun he himself told people holding machine guns and other fire arms to stand down becauses he thought he wepaon would be more effective in hitting run away targets..............
The same gun Logan states is a "machine pistol".

He came off as really skilled in Agent X though, a real loser, but skilled nonetheless.
