That crown is anime only and a filler. But since it's Mr. Popo who trained him to be faster than lightning, that's most likely not a lie.
The fact that no one seen it except Goku doesnt rule out light speed. Example... when frieza first transformed to his last stage and he wanted to take Dende out, it looked like time stopped and frieza said "bang" Piccolo didnt see it, Gohun didnt see it, and krillin didnt see the blast and it went straight past them and hit Dende.

Again, Popo is TRAINING Goku to be faster than lightning just like Superman was trained to have some magic resistance. When someone is trained to be at a certain level then that means that the trainer is trying to get them there. We already know popo has super speed because he has shown it numerous of time. It doesnt have to take lightning chasing Goku for us to realize that he was being trained to move just that fast.
Goku was shown being trained to move faster than lightning as a child so I'm pretty sure that his adult version or even the version that fought picollo was twice as fast.
The characters didnt acknowledge the beam and Piccolo even asked to himself how is Vegeta able to see Frieza attacks when they cant. The beams was invisible to them and if they were able to see it, why was Gohun about to die until Vegeta saved him from one of those beams? 🙄 LOL
