Amusingly enough I was just thinking the same thing. By claiming that the high end showings don't count he's admitting that if you use high showings for Surfer/Superman/etc Goku can't compete.
So in actuality we're in agreement with Moses. If you ignore all the showings that say otherwise Goku could indeed beat the Silver surfer. Much like if you ignore all the evidence for evolution intelligent design becomes a valid hypothesis.

In his very first appearance, we saw him flying through a supernova which sent shockwaves all over the galaxy, and he was completely unharmed. Heck, if we just limit it to all of the Silver Surfer appearances I've read ever since I started regularly staying up - to - date with Marvel Comics, probably the worst showing I've seen for him was when he was sucked through the wormhole leading to planet Sakaar and had most of his powers drained, which made him susceptible to the slave disk. Considering that it was a powerful cosmic phenomenon that did this to him (and claiming a DBZ character would do any better would be groundless), and that as soon as his power recharged he easily shorted out the slave discs of himself and others, you're full of crap. On the other hand, I've seen him perform dozens of what you call high end feats in the same comics.

You could further argue that the following instances were forced by the plot.
In "The Infinity Crusade" the Silver Surfer required to have his power amplified so that he could destroy the moon.
In "The Infinity Gauntlet" Celestials attack Thanos by hurling planets at him.
In "The Infinity Abyss" Omega--who was twice as powerful as Galactus--was killed by a planetary level explosion.
In "Thanos" Galactus was almost killed by a planetary level explosion.
But that's neither here or there. The point of interest are the median feats.
