Most land is already privately owned by business corporations, state government, or the federal government. Much of that land can be parcelled off to give every citizen land of their own to build a house on. There would still be plenty of land left over for official business or government use.

If you have everything you ever wanted, why would want to leave. The house can be designed the way you always dreamed. If you want a pond, or cattle...then they can have that. They can freely travel when they're off from work with no gas prices to pay for travel...in fact, all travel is free. Hotel bills, restaurants, everything is free.
If they wanted to move to a different location...then, I'm sure that would be feasable. I'd have to think up the specifics on how this would all function down to the smallest detail...but, I'm sure they could be accomodated if they wanted to move.

Except for that being economically absolutely impossible, what incentive would people have to work hard?

They would work hard because everything is free. There would still be laws...there will be no anarchy. If the person is lazy...then he/she will be reprimanded or demoted. If this continues, then it could result in imprisonment...based on how the society now functions under this utopia. I don't think anyone would have a problem.
