It's actually talking about the FUTURE that was just Repaired.
In that IG scene you see Magus planning to use the IG to merge the two universes. Galactus felt energy levels flare in Magus' dimension and he felt alterations negin in 616. While he certainly began his plan, nothing to say alterations were taking place in both dimensions and nothing to say that he could have actually merged the two universes with the Ig. His plan initiated however nowhere did he have total control of both universes at once. Energy flares in his proximity resulting in alterations in 616 does not equal that 🙂

Nope. Magus talks of his plans and theres a artistic depiction of his plans realised.
If that depiction of the universes merged actually happened there and then as opposed to just being a depiction to illustrate his plans then why would Galactus later say he felt energy flares in Magus' dimension and alterations starting in 616.
Surely if the depiction was true, then he'd have been perceiving a bit more than flares and the beginning of alterations. That depiction showed it to have already happened!!

Phoenix is NOT the Big Bang and the scan clearly tells us the Celestials SEEDED the Universe with Creation and the Celestials were created by Eternity.

Ok, here Eternity says, "like Galactus was the sole survivor...so shall Humanity Begin the End, End the Beginning."
NOTHING about Phoenix.
"Oblivion will embrace all...creation will Renew itself"...(no need for Phoenix)
