If you read proffessor x's scan, she can't resist telepathy while she's not using her powers in which she was not in those scans. The scans with the professor show's that her emotions are not intack and her powers were taking effect during that time. Clearly she was caught off guard when emma attacked her on the first scan and wasen't expecting it to come.
As for the second scan, all i can say is this, how did storm strike her if she was so stunned.

Jean haves to focus in using her powers so storm's lightning bolt on her sheild and taking away her breath on the inside will be enough to take down her focus. She could also flash freeze her instanly

The Professor was trying to communicate with her....via probing(Trying to read her thoughts)....hence the reason why other psychic attacks have worked...Storm was using her powers when she was flying in the air...and Emma knocked her out of the sky.
It says suddenly...and then ...they try and fight back..and then they're floored because they can't fight back against a Psi-Force Bolt...and in X-treme Emma knocks Storm out of the sky with a Mind Fry....

Those two scans are the only ones from the X-treme fight....that involved telepathy.
