As of yet no one knows. My personal belief is that the Thor as we know him still hasn't returned, only his hammer did. So when Donald Blake found the hammer having been recognized by the hammer he was bestowed with Thor's power. Just speculation on my part cause we don't know for sure

I developed this:
Rune King Thor, during his "rest of the gods", which he begin after the final end of the Ragnarok cicle, was still watching on Earth and when he sawed that things begin going to far, Avengers fighting themselves, hero registration programs and government that wants full control on them, he sent Mjolnir on Earth.Blake found it, and moved on, to stop the battle between the heroes.
He probably used the lightning bolt to stop Hercules from killing IM and interrupt the battle, then the next issue will begin with the battle stopped and Thor screaming:
Thor:
I've came back to Midgard and I found brothers in arms attempting to kill themselves, stop this no sensed battle before it goes too far, so says the Odinson.
SHIELD Commander:

The anti-registration team charge into the pro one, Thor fly away from the battlefield, and use his hammer to heal Cap, then come back, landing with a huge leap in front of She Hulk and Doc Samson, grabbing them for the neck and smacking their heads one into another.
Wonder Man: Thor, on your left!
WM fly fast into Radioactive Man, and they crush into a building.
Flashes of green and purple energy can be sawed.
WM lands some of his best punches, and RM nuclear boosted strength and durability grant him to take them and counterattack, then a huge blast of energy exits from the building, when it disappears, RM finds WM floating in front of his face.
WM: It's all you got godzilla?NOT ENOUGH!
Two ionically charged fists make he building collapse while they hit Doctor Chen Lu, then something like a green comet fly fasts on the battlefield creating a huge crater.
WM is the winner.
Thor meanwhile has defeated most of the pro reg, and while he hover in mid air, he screams:
The fight is ended Tony, surrend, you did your best, now
I HAVE HAD ENOUGH!!! First off, I'm tired of people saying that can't be the real Thor based soley on who's side he chose. If this guy had shown up and sided with Cap, would you still be saying "Ah, he's a fake. The real Thor will show up and kick his @$$." These are the same people that said Spidey would NEVER go public. I told everyone that Spidey would go public with this thing back in February, yet everyone dismissed me as being on crack. Before this started I said that he would join IM side, yet people didn't listen. If you're going to take a guess or make a prediction about what's going to happen, you need to do so without bias, look at the dozens of clues being dropped left and right, and make a guess from the direction the the evidence indicates, not what you'd like to happen.
"Thor would never go against Cap, it's out of character!" Well they said the same thing about Spider-man, and you see where that got you. I realize that it's natual to root for the underdogs. I realize that the natural tendency is to side w/ the anti-regs. But if you're going to declare something bad writing just because it doesn't happen the way YOU want it to happen, then just stop reading everything altogether. And I'm sure that Thor never expected Cap to be a fugitive on the run for breaking the law.
Spider-man is going to switch sides. I said this back in February, and I'm saying it again now. All you have to do is look at the evidence and clues. God knows Marvel has put out hundreds of them. He'll, I can even tell you what specific book it happens in.
People say this whole thing is lopsided, another falacy. Yes, IM's side has more firepower, but that's usually the case in these situations. if someone is going up against the government, they will likely be out gunned and out numbered. IM may have Thor, but we STILL don't know if he has Sentry. I realize that Marvel's web-site states that Sentry is on IM's side, but the place where that's located is edited by fan submissions. I can log on right now and change it. The fact is, New Avengers # , it say "New Avengers dissassembled continues!! He has the power of a thousand exploding suns!! He has the power to end the civil war! Who’s side are you on?? More like who’s side is THE SENTRY on?? A choice is made!!! This issue ties New Avengers, House of M, Civil War and Son of M together! Be there for this very important chapter fully painted by the amazing Adi Granov! Guest-starring the Inhumans!!!" so we really can't say who's side he'll take.
If you look at the evidence, then you'll see it points to several people switching sides (not just going over to Cap, but some going from Cap to IM). Is IM side wrong? Wrong for obeying the law? You REALLY think that's the message Marvel wants to send out. F--- the law and do what you want. People keep trying to make this war a simple black and white issue, but it isn't.
Hell, if you REALLY look at all the clues, you'd see everything headed this way. The things I could tell you...
