I know who u meant. Cyclops main concern is the 198. As leader of the Xmen he feels is his duty, the Xmen duty to protect the 198 as they are basically at this point whats left of all mutants wich more than likely will put them in Bishops path as the 198 left with Xforce.
The X-Men could be exempt from the super hero registration act. I mean, the public doesn't even think they're heroes, most humans in Marvel consider mutants as "the villain"; surely the act would not even apply to them. Thus, they aren't "heroes" to the government and shouldn't be subject to register.

Just because people don't like them, doesn't mean they're not superheroes. Public dislike has never effected Spidey's "hero" status. On top of that, Cyclops even said that they were heroes, and that's why they went from the black leather "matrix" type outfits, back to the colored "spandex" because they needed to "dress like heros" as Cyke put it.

He didn't say they weren't heroes because they weren't considered as such, but that since they aren't considered heroes in the first place by the government, they shouldn't have to worry about registering.

True, though most x-men believe the superhero registration is the main precursor to the mutant registration act...
and if cyclops and the others side with the 198 against bishop, i dont think the government (or bishop for that matter), will care whether the x-men are considered heroes or not...

Don't forget Bishop knows all of the x-men's martial arts moves, that's how he was recently able to take down Wolvie in a sparring session (it was psarring but boy was it brutal).
Being from the future has it's advantages.
However let's say Bishop was standing under a mountain or a house cyclops could just collapse the whole thing on him.
