Unfourtanately it's not the case. Silver Sufer travels galaxies with little strain, so he's moving at quantamn speeds. Sure The Flash could probably do that too, but not nearly as well. When you take away The Flash'es speed, he's just a normal guy.

And against Silver Surfer, The Flash moves like a snail, he can't even fly, meaning he has to slow himself down not to hit a wall or something.
