it doesn't really matter which superhero he goes after

eventually he will get the people who reside in the universe after him using magical and technological means he wont be able to escape

Shield have already stated that they don't take an interest in what he does. They keep an eye on him but haven't gone after him until now.

Them keeping an eye on him sure did help them flag him during Civil War.

Does SHIELD have an active "Frank Castle" team? I thought the idea was that the cops kinda left him alone because he did what they couldnt

but thats not even important, are you saying there is something about Frank Castle that would make it impossible for all the DC magic users to locate him. What about Batman, the underground, detectives and super braniacs who would be devoting a good deal of their time to finding this guy as soon as the body count started piling up.

Do you think that with 200 years prep, hell with 200 hours prep, Frank would start piling the bodies before taking out the people who are the most dangerous to identify him first considering that once he's ID'd it's game over?

And I'm saying with prep and given how visible a threat telepathy and magic, is Frank would likely find a way to at least temporarily cloak himself from that long enough to take them down. Telepathy is pretty easy, just put in the most potent psiblocks 200 years of prep can allow, magic, not so much. But the magicians are likely to go down the first night.

It would be like the "kill everyone at once" scenario, which is less possible, unless we basically say that all the DC heroes are being writen as impotent as the heroes in punisher kills marvel

How many Earth based GL's are there, 5?

Not so impressive a number that one of the most calculating characters in comics couldn't plan around in 200 years. Oh and most notable DC geniuses are all convienently located on one continent so there isn't much travel that needs to be done to limit being caught.
