No the point is that you have a character like the Phantom Stranger who cant even be killed by The Spectre. Thats like Doc Starnge not being able to be killed by Eternity.

He will then set upon trying to kill EVERY non-bullet proof character on DC earth. How does he fare?
and this isn't as ridiculous as people seem to make it. in a "what if" called Punisher VS Marvel he managed to kill everyone in non PIS ways. he killed hulk by waiting for him to become Bruce and shot him while he slept, he C4'd the X-mansion and killed everyone there, he killed logan by electricuting him long enough for his skin to incinerate and his brain melt and he suckered Cap and shot him in the head. there were others but i only remember these.

To be fair it was one of Dooms nukes....from Punsiher said the equipment that Doom had was not standard.

That’s because at that point Punisher didn’t have anything on par with what Doom had. He was only been supplied with guns and stuff.
Still, a nuke shouldn’t be able take out the Juggernaut. But, it was a What If? And in those stories you’ve got Wolverine killing the Silver Surfer, etc.

(2) No way in hell will Luthor or Savage form an alliance with a (to them at least) low rent thug. They might consider employing him as a hit man but they won't let him into some Legion of Doom type deal. He simply isn't important enough. Besides even with their support he still would fail.
(3) The Spectre will stomp his ass in. Its been shown before the Spectre really, really, REALLY hates people trying to do his job. And genocide (the sort of thing that will ensue from "carpet nuking" the world will easily make the Spectre's shit list. No amount of prep will ever allow Frank to beat the Spectre.
