there are plenty of non-bulletproof in dc with huge powerlevels, frank won't take diana (once the bracelets are together nothings hitting her) or flash (wally west was once shot at by a sniper, he vibrated his molecules and the bullet passed right through him), or GL... shit, gl has a thousand different ways of doing it...
