If you were in Jack's position, would you want to want a girl you could never have? As similar as they are, they have even more extreme class differences than she and Will. He's a fugitive, so for that last year, he and the crew have probably been all over with not too many quiet moments. Her father would put a stop to any relationship he would try to start with her.
And that's the scenario if she's single, but it gets even worse. She's engaged. She may not be during COTBP, but Jack knows there's something going on between her and Will (plus he doesn't know her as well that eary). So wanting her would cause a lot of unecessary heartache in Jack's mind.
Something else, and I think you're all onto something here, but I don't think Jack is picking up on Liz's feelings for him until it's almost too late. I really don't think he thinks she likes him, if that makes sense. It's part of why she's so alluring: she doesn't throw herself at him or really flirt with him all that much until the curiosity scene, and even that can be looked at as just giving him a taste of his own medicine. So he probably feels his feelings are unreturned.

liz i think through the movie might be having some internal conflicts if she desires Jack and wants him or desires will more and wants him. if i was in her bloody situation i will chose Jack he is freedom she wants fredom put it together what do you get LOVE! j/l romance must be heating up in the next movie or is it getting very hot? lol
