How? If he's not actually racist, and doesn't mean the joke with any harm, how is it racist?
It might be a race-based stereotype which subsequently causes offense, but that doesn't actually make is racist.
The American version of The Office, for the record, is a travesty. The point of the original was that you had to get it, not dumb it down to make it easier. It had a point, it wasn't just lots of people acting funny in an office.

Um, that's still racist. When it comes to telling jokes, "racist" and "race-related" are just synonyms. If I tell a "harmless race-related" joke about how Jews are money-hungry theives, but it was all in 'good fun', some Jew who found it offensive can make the arguement that it was racist. And they wouldn't be wrong.
I could certainly say the same thing about a "harmless" Mexican joke.

I love The Office! (US Version). Steve Carell is comedy genious. He's a master of the art of making people laugh.
David Brent is a more realistic character, but the camera seems to drive him nuts. Michael Scott is just a straight-up clown.

Quoted for the truth, as they say. The US version was inferior is pretty much every respect... but then again I think English comedy is often better then American comedy in general (I'm looking forward to seeing Dylan Moran at an Australian comedy festival in a few weeks time. His last tour was great.)
And I would agree. So much social interaction is about balance in a way - what a person is giving (intent), and what others are taking (perception.) For a joke to actually be "racist" I would feel the joke maker would have to have racist intent, and be operating with a degree of malice based upon that racist intent, rather then just making a joke that operates on race-related stereotypes (be they concerning the Irish or a black person, or white people or whatever.) That is a joke that is meant to hurt at some level.
Of course people can find them offensive, but a joke doesn't have to be racist to be offensive. Everybody has a good taste line, and there is likely something that will cross it. And of course when asked to justify this it is easiest to concentrate on the obvious parts of the joke - eg. it's racist etc. And I guess that has to be accepted. Everybody has different ideas on humors, and some people wont like certain types, but I don't think that automatically makes it racist, even if it is perceived as such.

But to that extent - what happens when it is a person of that race making the joke? I have heard black people make jokes about black people, even certain famous black comedians get a great deal of material from the stereotypes surrounding "black people." Likewise with all "races" including Mexicans. It is all about the intent behind the joke - is the intent racist in nature, or purely humor based?

Indeed. The US Office SUCKS!
But what's up with the second season of Extras? The first season was so good. But this season is proving to be a disappointment. Andy just seems like a totally different character , what's-her-name is too stupid to be funny and we see too much of Stephen Merchant and Barry from Eastenders.
Maggie used to be believably fligty, but now she's just outright stupid.
And Stphen Merchant's character is just far too present.
