He can mannipulate matter, yes, can he mannipulate those who are protected from such means? No he cannot, nor has he ever matter manipulated any main characters.
To say just because he has never done such, but he has done so to space fodder, and other fodder characters, so he can do it to main heroes!
It is the same as saying, SS could matter manipulate Thor, which has never happened.

The Surfer can transmute non living things into living things, e.g. Quasimodo. He turned a computer into a human.
The Silver Surfer soon found him, sensing his torment while he flew around the world, learning about humanity. Even though he knew that he shouldn’t interfere, the Surfer felt compelled to help, and he gave Quasimodo human form as he asked. But Quasimodo was not grateful, and after finding himself hideously ugly when he looked in the mirror, he used his Destruct Eye to attack the Silver Surfer. Then Quasimodo rampaged out of the lab, attacking buildings and anything he could get his hands on, finding satisfaction only in chaos and destruction. First off I"m not 31. get ur info right. And 2ndly, I dont' have to earn ur respect as it was never my goal to live my life to respect you or get your respect. I have been debating WW in respecible manner. the fact that people refuse to see anything other than thier own fanboy bias is beyond me. I do not care that draco gave surfer the victory. Who the hell can beat Diana with all those magical power ups. She's akin to Thor with the Gem and in WM mode and we see how well surfer did with him.
