He was more than just 40 metres. Already the pedestal and foundation of Statue is more than 40 metres.
He here appares to be high as whole Statue Liberty which is about 94 metres.
Here he looks to be even bigger and higher, since Archangel is not even bigger as his eye.

Either way, I guess him being able to gather some energy from the sun like that makes him able to survive without food or water, but I don't get how doing that causes him to levitate...

According to Handbooks, Apocalypse can levitate himself telekinetically.
