Director said he wasn't taking his full medicine, but the main reason he was smiling was he was "pretending" to be happy. The director commented he got a lot of slack because of it, and he explained it in the commentary that was his intent.

I assume he made a deal with the leader as he wasn't taking his meds as well and they were working together to take down the rebels

Well the big bad makes the final decision so he could have told them to shut up as he had emotional outbreaks in front of people too. ie. got angry and slammed his hand on the table
I'm going to try to change my name to -K-M- or something. King_Mungi needs to go 🙁
