Im sorry to tell you but she WONT go cosmic because she CANT.

Storm can throw everything shes got at surfer while hes standing still. Hell, surfer wouldn't even need to do anything to her just wait till she gets tired.

I've never seen people write off a COMICBOOK character with regard to things they "can't do", let alone a character who's shown at least SOME ability to harness celestial energies on a GREAT scale.

I am fairly certain that Spiderman CANT win in a fight with Galactus.

I am fairly certain that Midnighter CANT harness cosmic power.

I am fairly certain that a person who nearly died trying to stop a hurricaine (and in the process comented that Thor would have been able to do it more easily) despite having control of weather as his/her primary power would get punked by SilverSurfer.
