If Surfer and Superman are peers in raw power output, but one can do so much shit at high levels, aside from fly fast, shoot shit and take punches, the guy who can do the things above, plus so much other shit is easily the more powerful.
Superman = Fly fast, hit shit with physical power, durable too, shoot shit, icebreath and combine powers for microwave blasts and surgical hv applications.
Surfer = fly fast, hit shit with physical power, durable too, shoot shit, and evolve planets, individual evolutions, shields, phasing, time manipulation, gifting other people with power, energy absorbtion, planet wide emps, molecular control, TP/Cosmic awareness......the list goes on.
Dude is pretty much J'onn level strength, elite class durability, mixed with firestorm and GL. All at planetary levels.
He's the reason why people say that extremely powerful heroes are insanely difficult to write for, without jobbing or writing them down.

I must correct you. Surfer is Not I repeat NOT firestorm mixed with a GL. any GL can do everything Firestorm can do and more. GL's can transmute Matter into energy and vice versa.
