Cena needs to be pushed out as soon as possible. He is a detriment to the long term success of the company. The reasons he draws interest is because Cena (and the WWE writing staff) refuses put anyone over at his expense. He can't lose cleanly. He main events every PVP even with out the belt. The last two weeks he has completely embarrassed Ziggler... and why? Cena doesn't need a push, he's as big as he is ever going to be and he doesn't need a title to make him relevant. The WWE needs to try and turn guys like Ziggler into stars so they can start to draw on their names. If Cena keeps burying all the young talent trying to break out of their mid card status there will be no one in a position to replace him if gets injured or retires (the guy isn't getting any younger). We saw that last year what happens when Cena was out for a month, there was no one to replace him and the terrible Ryback had to be pushed to the upper echelon.

They don't have to be push Cena out for that, though. Sheamus and CM Punk are kind becoming big stars themselves and this is all WHILE Cena is still here. Heck, CM Punk is even feuding with The Rock.
So they don't need to get rid of Cena. They just need more wrestlers to draw along with Cena.
WWE didn't really have a choice with Punk. He got himself over, dropped his pipe bomb, topped Cena's merch sales and out drew him at conventions... and the WWE still did their best to try and bury him by having Cena main event all the PPV despite Punk holding the belt.
How popular is Sheamus anyway? He spent most of the year feuding for the #2 belt, and he gets a decent enough pop... but so does Brodus Clay. Guys got shit for twitter followers, virtually every superstar has more than he does. I guess he is alright in the ring, but he is painfully unfunny in his promos on a Cena approaching level. He gets pushed more than Zack Ryder gets buried... and Ryder is still more popular.

So CM Punk is still a big name in the WWE. He doesn't have outdo Cena in everything. He's pretty much up there with Cena.
And Sheamus is appearing more oftenly now, even in commercials. He's well on his way to getting a bigger name than he already is. The one problem he has to fix is, as you said, his promos. If he doesn't get any better at that, then he's gonna eventually get stale. That's not Cena's fault.
It's unfair to place the whole thing on Cena. He's pretty much the company's golden boy now so they got to stick with him for when they need him. What the younger talent need to do is make a bigger impression.
