Why is Ultra Boy a level above Power Girl when they have the same powers but he can only use one at a time where as she can use all simultaneously?

How does low top tier sound to everybody?

I just realized Jenny Quantum isn't on the list.

She ingested a supernova with no ill effects and has created her own dimension and inhabited it with her past lives so that she could converse with them. Can also create quantum explosions within a person's brain and has powerful energy attacks/defenses.

I hesitate to put her in the Transcendant category, but she at least belongs in High Herald. Dimension creation > Most of what the high heralds can do. Lack of showings hurts her though.

Can we put Nightshade at low-top-tier then?

Seems like an acceptable compromise.

And why do I always feel like I should say "No" to whatever MM suggests, even if I don't know the character?

...also, any objection to me putting Jenny Q in high herald. As I see it, that's being cautious. I could make a case for Sub-Skyfather....probably a weak case, but that's why I'm not trying.

By what measuring stick though? Yeah, in theory she is. And the conceptual invulnerability (since she can only die when the century ends) certainly helps. But what has she done beyond The Doctor's capabilities?

I was actually just anticipating a fight for Transcendant so I went High Herald instead....I'd have no problem with her in the Transcedant category.
