You are talking for an about example: DCU doesn't think he's good enough to be in JLA?
But he has beaten Hal who is at High Herald tier.

Strange Visitor = Kismet in human form.
Queen of Fables isn't in the skyfather category, but rather, transcendent. Anyway, she's a being of magic whom pwned the Justice League, and has large scale reality manipulation.

Any competent energy manipulator would have their way with her. And that includes most of the people in the low herald tier.
She's also largely dependent on the amount of electricity available to her. Kinda like Hawksmoor, except there's more places with electricity than just cities, and her base level isn't "sh*t" like Jack's is outside a city.

Like Bats said, Transcendent is below Skyfather. Anything between, say, Surfer and Odin is transcendent. And I think the justification for it is that Despero has pwned the JSA/JLA before on his own, and shown himself to be an above top-tier telepath and brawler. But I'm not completely familiar with all of his stuff.

Because if that's never happened before, I think it's safe to say with her feats in destroying an alternate reality's attack fleet all at once and killing a billion years old organism the size of a moon and essentially the Wildstorm's analogue of a Celestial are herald-worthy feats. At least, low-herald level. And her virtual immortality over the 20th century helps set her apart as well. It just doesn't seem right to put her in the same category as Thunderstrike and the Blob.
Guess the best argument I can make for nominating her to enter low-herald status is, if she's never strained over electricity, never shown a limit with her powers, and her control over electricity has never been overpowered by an enemy... the argument that she would get easily owned by energy manipulator in the low-herald tier and thus shouldn't be low-herald level... is lacking. Vote?
