No, he's there at his regular levels. A common misconception is that he's universally better with the soul gem. His regular powers are actually dulled when he possesses the soul gem. So aside from PIS powers like the soul suck, he's actually less powerful with the gem.

That's kinda the point though, no? Not to spin our wheels, I mean, but to reach a point where the only changes needed are either very nuanced ones or ones that could go either way. The lack of obvious changes that need made is a sign of progress. This thread's goal hasn't been to stay active, but to reach a rough consensus. By and large, we've done that (with limited exceptions, of course).
