If they fought Hulk would of won. BUT this Hulk is supposed to amped up and Herc laid him out with one hit. You dont even see Other versions of Hulk knocked on his face so it makes you think, how much more is wwh upgraded, if at all

Compare Hercules`s face after the initial hit and Hulk`s face after being hit. While both are hurt they arent busted.
What happens next? Hercules holds back the match to talk Hulk into his senses, he doesnt figth, he makes no effort in even defending himself. While the initial punches end up adding to the hurt, if it started actually a figth we have no way to know if Hercules (or Hulk for that matter) would end up busted or not. The first Eclipso Superman against CM is alike.
If we had to go by that issue alone, we dont have much to see on how Hulk is easily stronger, we just know it because we take the other showing into consideration and because the point of the story is that he got a powerup.

It's the fact that they made him scream at all.
A scream from him would bring down most of the moon and Medusa, easily. Odds are it would definitely f*** up most of the inhumans, which is something Black Bolt wouldn't do.
What he would do however is mess up Hulk with his matter manipulation, which wouldn't be any problem at all for him. For some reason the writers didn't feel like doing that.

Causing natural disasters on the other side of a planet, tearing the atmosphere off a planet, grabbing enough energy to power the Inhuman capital for years.
He screamed to the other side of the universe once. He can turn people into stone by touching them, he broke every bone in the Hulk's body with a whisper (old savage hulk) and the Sentry is afraid to battle him. Not out of fear of losing, but because of the impact it would have on Earth.
He pretty much beat most of the Avengers with a whisper, except for Sentry, in Silent War.
