Rational intelligent persons, of which Charles is meant to be, wouldn't waste their time trying to block their team from stopping a rampaging histrionic Hulk, when he intends to basically kill them. Especially when one wasn't a party to the Hulk's current tiff.

Emma, much as I adore her, shouldn't be able to block him anyway - especially considering he recently was upgraded in power.

He's not what? Party to the decision that set Hulk on this current sales ploy. I know. A rational intelligent person? Well he's supposed to be... but then he seems intent on dying for some reason for answering a hypothetical. Stopping them? He tried, Emma blocked him, and told him that the Cuckoos would block him too should he try anything.

That's a stretch, Emma basically casually told him that she was blocking him - somehow ends up meaning she was only able to block him for a short time when she only stopped because she was going to join the fight iirc.

I can see how he's acting foolishly (in the desire to give himself up) but the topic seems to have changed wildly and without provocation.

Hulk seems to be entirely in control of his rage and willing to give people the option of backing off from him. Is he purposely trying to avoid killing the other heroes?

He has no reason to hurt them unless they get in his way.

He did give everybody time to leave. He threatened to smash the city, not kill everybody.
