Well, it seems some sort of reasonable point at hudlinentertainment.com has been brought up:
1. Feats in Annihilation are irrelevant.
2. You assume that he keeps Silver Surfer in a hold.
3. you assume that he overpowers Silver Surfer.THe point is there is no fact in any of your statements. Yes we know Silver Surfer is a bad muthaf*cka. His feats in Annihilation have no bearing on this story because Silver Surfer alluded to the fact that he is holding back because its a "disagreement between friends." Do you try kill your friends when you disagree with them? Then Black Panther stated that he is "wagering" that he can keep a hold on him. This means that he is knowingly taking a risk that he can keep a hold on him. We don't know if he can truly keep that hold on him because 2 secs later he gets blasted by Stardust. All we Silver Surfer says is "UnHand me." Maybe for Silver Surfer to forcefully remove the hold, he would have needed to cause a more damage than was he desired to do. Finally, T'Challa quickly makes it clear that they wish to speak and not fight thus also reasoning why he didn't use more deadly force. The point is Silver Surfer is NOT a villain and wasn't written as such. He was written as a poweful guy was doing a job that the main characters found reprehensible and conflict ensued because Ben Grimm is a hot-headed brawler. He started a conflict that he knew he couldn't win. Black Panther knew they couldn't win (he stated they don't have the power to affect the outcome, if this is so they he obviously meant to buy a little time holding SS so he could explain the situation). There was very little jobbing going on in that issue. when character verbally state that a fight is a quarrel between friends and one side ADMITS they can't defeat the other side, than no amount of blasts or moves suggest that the more powerful side has "jobbed" to the other.

SILVER SURFER HAS A HISTORY OF HOLDING BACK HIS FULL POWERS UNTIL IT IS ABSOLUTELY NECESSARY!!!
I think the big things here.
BP was able to jump unto Silver Surfer's board. The same board that can go how fast. And manage to out react Silver Surfer who can think how fast. Also didn't Torch manage to knock him off his board to begin with.
I don't think that it was that SS was holding back I think the problem is that even if SS was holding back this group of people shouldn't have even bothered him.
Even a fight with a holding back SS should have lasted two panels.
One panel where SS basically says you guys are idiots. And the second one is him putting a forcefield around them.

In comicbook MA there are holds that cannot be broken be a Class100.
