Financial independance is just the beggeining, there are many people unqualified to even exsist. Much less be a parent.
Conclusion:
We should make a sexual liscence, this liscence would be obtainable at thirteen, and nobody has to take it untill they plan to have sex. They must pass the exam, and obtain a sexual lisence that allows them to have intercourse and procreate.
Failure to take the nesscary measures is punishable by castration. As a man who would drive without a liscence, or sell firearms without a liscence, so too should society have to be responsible for what they do in the bed-room as they would anywhere else.
