Someone like Samus is mere child's play for Ryu, hell Ryu could probably beat Joe Musashi. Samus also is nowhere near planet buster level. Every planet she was ever on that got destroyed, was because of either an event that set of a time bomb or chain reaction, or from being corrupted by some kind of power source or infection. Therefore she herself, judging by actual suit and weapon feats, is nowhere even remotely close to having the ability to affect an entire planet. It doesn't take someone above elementary school education to figure out something that simple.

Let's take a look at stats, I guess.
Agility
Ryu can block automatic fire, neat. Samus can catch bullets an outrun energy blasts.
Strength
Ryu can lift one ton with all his strength, pretty impressive for a human. Samus lifts large metal gears and tears through steel one handed, and has pulled the 5+ ton Vorash out of lava.
Stealth
Useless to him given that Samus has visors to that detect heat and sound, use echolocation and backscatter X-Rays, and see through dimensions.
Acrobatics
Ryu can survive 1000 foot drops. Samus can fall any distance and make leaps that herself.
Heighten Senses
Ninja Sense
Again, Samus has visors for this, as well as a radar system.
Hand-to-Hand
Weapon Master
Ryu would definitely have an edge in melee if Samus didn't have the Screw Attack to make that a bad idea.
Ki Manipulation
Most of Ryu's Ki Abilities are fire or ice related. Samus has the Varia suit to take care of both of these. Gravity Suit handles wind abilities and that one black hole power Ryu has.
Regeneration
Durability
Ryu has survived being cut in half, apparently. Won't help if he's disintegrated or frozen and shattered. He's unlikely to survive phazon.
Spiritual Life Regeneration
Now I know where Samus' Concentration ability came from. It's basically this.
The only thing I see on this page that's a threat is Ryu's time stop.

Anyways, Samus should ragestomp. No version of either of them was specified, so they can basically use anything and everything. With that said, Samus is hella stacked beyond Ryu in numerous ways.
Ryu would probably just be a large inconvenience given what I'm to understand.
