People have survived and been revived from decade-long comas. You have no absolute way of knowing whether or not your loved one will wake up or not.
If it were someone I loved, I would keep the plug..I would pay as much as I had to to keep them alive, in hopes that one day he/she will awaken to see me again.
I could care less for the city' tax dollars, money is worthless in comparison to a life, especially the life of someone you love.

If my brain-dead friend signed a DNR or told me she/he would never want to be kept alive by machines, then I'd pull the plug. Otherwise, it's tough, but I wouldn't keep anyone alive just because I couldn't get over their death.
