I'm thinking the "doom" reference is that of the sound made as Surtur works on the Twilight Sword, an homage to the Simonson Era Surtur War.But it could always mean the good doctor, too. He was busy dissecting Loki clones last we saw him as far as his involvement in Asgardian affairs.
At the end of the first JiM arc we saw Surter smithing something and the last words were "his hammer rises. It sings it's song anew" and then a black panel that just said "Doom", so it's pretty much certainly a reference to Simonson...
