That kind of character is a prerequisite in events like this.
The Monitor and AnitMonitor served for that in the first Crisis. Metron did it to some extent in ZeroHour. No one comes to mind in IC. In 52 either RipHunter or Supernove could be said to be in that role at some level.
Pariah is the absolute best person for that job this time around since he presence cements the whole thing as a Crisis. Though his personality change is rather dramatic.

And that part about this solidifying this whole thing as a Crisis, is why I ask the scans get brought up.
