Actually, they didn't make Spartan-III's to be made on a cheaper budget but more so as a means to make a more expensive, more high tech, more efficient, yet less invincible soldier. Spartan-III's were made with the intention of making them in-superior due to the publicity faced by Spartan-II's. If a Spartan-II were to die, god's wrath let loose.
having read every halo book, (hardcover) i have to say that the spartan III's do NOT have more physical augmentation. the success rates were so low for the spartan II's because they had to go through alot more cybernetic and genetic enhancements. the spartan III's have a higher success rate due to there being less risk of death, as theres less augmentations to add.
the model III's also have much different augmentations added to them that kurt (the spartan II in charge of training them) felt would help them keep fighting past the point where normal humans would've died. this payed off in a good and bad way for him when one of his own troops saluted him and said "sir. i think i got nicked." and then promptly died on his feet, as he had taken a needle explosion into his torso.
and the mjorlnir armor is more expensive, heavier, stronger, has greater capacity for "smart" A.I. storage, and stronger sheilds. the spartan III armor has alot more unique gagets, such as the cloak, and jetpacks, and armor lock. but wthout those extra's the armor in very inferior and much less expensive.
the spartan III's were HEAVILY massed produced and largely meant to be sent on suicide missions by the hundreds. they were made to be "fire and forget" weapons. dealing as much damage to the covenant as humanly possible, with little to no expectations of survival.
frankly, it was much cheaper for the UNSC to train, augment, arm and ship hundreds of spartan III's to blow up a covenant shipyard or supply/refueling station than it was to train, augment, arm, and suit up a team of 18 spartan II's.
spartan III's are BADASS, that can be truly said. they're better than ODST's. (the very BEST normal humans can aspire to) but when on the ground, spartan II's have never failed a mission. in fact, the first "failed" mission for the spartan II's was the last minute emergincy defense of reach. and that was something that cancelled their original mission. which was to take the pilar of autumn into covenant space, ram it into the high charity, send all the spartans after the prophets, kidnap them, and use these high value hostages to negotiate a truce. and we all know how that turned out.
sorry for going off like that, but i am VERY into the halo mythos, and have read everything down to the comics, and even dr. hasleys journal in the legendary reach box set. so i had to make some corrections.
oh, and nobile six could easily take on 10 elites. all it takes is a challenge. the sangheili are very honor bound to duels. it wouldnt be too hard to take them down. (even though they are pound for pound, every bit as strong and quick as a fully sited spartan II)
