But a spliff isnt a synthetic drug, its a plant.
It doesn't matter. God has not given drugs to humanity for enjoyment. Just because people take the materials and resources that God created, modify them, misuse them, and abuse them does not mean that God condones or endorses their behavior or activity. God also put all of the preexistent materials for dynamite does that somehow imply that God desires for people to put it in their mouth and light it?

to be completely honest my man, drugs come from herbs, and back then, they used herbs for all kinds of things, they didn't know it was drugs, just something to get happy on, eh? 😉so would they go to hell for that!??!

well I've always wondered about holocaust for one...I just can't understand why god would want to allow such a thing!!
I take issue with the semantics of your statement. God does not "want" anything evil to occur; however, God does permit evil because He honors our free wills. He has appointed a Day where He will judge each person's life accordingly.

but people give their love to god and yet he can't stop them from suffering painful deaths...?
it just seems like praying to god would be a waste to me if he can't help me if the time comes...I need to rethink my life it seems
The secret things belong to God...it is the glory of God to conceal a matter....For now we see in a mirror, dimly, but then face to face. Now I know in part, but then I shall know just as I also am known.
Basically our knowledge about why many things happen is limited. That is why faith is so important. We must not allow circumstances and situations to cause our faith in God to waver. We must keep our attention on God because if we focus on what is going on around us it will weaken our faith. Faith is strengthened by staying mindful of God's promises and speaking those promises so that we can hear them, and reading God's Word.

Galatians 5:19-21
19 Now the works of the flesh are evident, which are: adultery, fornication, uncleanness, lewdness, 20 idolatry, sorcery, hatred, contentions, jealousies, outbursts of wrath, selfish ambitions, dissensions, heresies, 21 envy, murders, drunkenness, revelries, and the like; of which I tell you beforehand, just as I also told you in time past, that those who practice such things will not inherit the kingdom of God.
The word sorcery in verse 20 is the Greek word pharmakeia (fär-mä-kâ'-ä), it is defined as:
1) the use or the administering of drugs
2) poisoning
3) sorcery, magical arts, often found in connection with idolatry and fostered by it
4) metaph. the deceptions and seductions of idolatry
So the word sorcery encompasses the use of drugs (in a negative vein as to be distinguished from medicinal purposes).
