Indeed. And depending on how his successor, if he has one, handles things, it could easily be a potential threat.

It won't make him anything he wasn't already. He's been hiding in a cave tossing out random youtube videos for the last decade, it's not as if he's the driving force behind terrorist forces in the ME.
