There's more to respiration than just saturating a metalloprotein (hemoglobin) with oxygen. You also need to get rid of things (which is why we also exhale...or else we would have a one way respiratory system like gills.
So, I don't know how well this new drug will work. What about the buildup of CO_2?

I figured that the other points to respiration were covered, being that its only like holding your breath for a long time and not replacing actual breathing, so you wouldn't need to get rid of any waste gas. Though if it bypassed the lungs and goes straight to the blood, will there be any CO2 created?

Yes, the CO_2 is created by cellular respiration. Blood carries oxygen rich blood to the cells and picks up CO_2 and carries it back to the lungs. It is an exchange of gases. So, while your blood may have oxygen in it, it would also be "CO_2" rich, as well. That's got to be bad. No way that can be good. But, the idea is to keep the body from dying due to oxygen deprivation (brain, heart, etc.) so the waste products of respiration are considered less of a risk to the increase availability of oxygen to the body...I suppose.
