I think it was because I was trying to log in through the PS3 and got my password wrong a few times. It says that suspension is probably because someone else tries to access your account.

Yeah PC games can't get refunded due to access codes/drm and such. You should of pirated/check systems requirement it first to see if you can run it before buying also update any drivers you have.
