No no, you're thinking of the wraithlord, which is rumored to be getting downgraded to T6 so that the Wraith Knight can be T8.

Sooo... The terminator one-shotting a wraithlord wasn't unfluffy at all. McNeil was just writing the book with 6e eldar stats in mind.
