But he would definitely be one of the most powerful non-Maiaric beings, though he has no chance against Wiki.
Àpropos, Wiki, I don't think he can be counted as a really powerful being because all his power depends on the Ring and is based on it, so it's actually Sauron's "extended" power.
Indeed hard to specify one creature because there are so many things of being most powerful... like, most mighty in direct confrontation in a battle (definitely not Bombadil), able to influence other, greatest ruler (definitely more "power"ful than the strongest soldier, power depends on the people "below"😉 and so on.

He may have had more than anyone else, even more probably than the Istari. But not enough to actually feel confident with his power that he desperately needed his ring in order to win his war against the free peoples of Middle Earth. Power with no strength of will is weak in comparison to those with no power but whose will is greater than his to win the war, which they did against Sauron and his hordes.
Unfortunately Sauron has no form as of yet, not physical. So he wasn't as powerful, and even if he had his physical form, he still needed his ring to be powerful or more of it. Without he felt no confidence whatsoever. Combined and united, the free peoples of Middle Earth are the most powerful creatures; for they can be both creative and destructive.
