Powerful people, actually.
Being strong doesn't mean being powerful - powerfulness is controlling and influencing people, strength defeateding/suppressing others.

Now Legolas is neither powerful nor really strong

If we limit to just the 3rd age, we can elimate Sauron, TB, Thor, Balrogs, the WitW, and nameless things, as they are older than time, at least some of them
